Default Fire @ Delft University. Modern building (Architecure School) Concrete collapse?

The fire was on May 13. Dutch students, being enterprising, have posted a bunch of videos on YouTube.

This one shows what appears to be a concrete collapse; looks like WTC. (Unfortunately, the video ends before the smoke completely clears so you cant see whether there was a steel frame, but it doesn't appear to be.)



The fire was in the main building of the architecture school. The fire department seemed to be overwhelmed. The building (classrooms, faculty offices, library) may have been built at separate times, but look to be no more than 25 years old. Picture below is of one side of a multi-wing building.
