Also, minimum parking requirements are vanishing in some places. Donald Shoup has a good list of places that have done away with them, including I believe Seattle and L.A. -- more locally, I know that there are a few towns in Massachusetts that have done so for their downtown areas, and Manchester, NH also has no minimum parking downtown. Portland, strangely, still has minimum parking, but recently adopted a fee-in-lieu of parking that allows a developer to pay instead of provide spaces (which makes sense when the fee is less than the cost of constructing a space). The fee in lieu money is then used on sustainable transportation efforts in the area. Min parking force feeds sprawl.

Edit -- Donald Shoup is author of the book "high cost of free parking" ... worth checking out
