Clearance is 13'6" there, which is standard everywhere. If you're above that you need mucho permits and escorts etc.

I say why not replace the draw with fixed spans, and expand the charles river locks with 25-ft deep basins extending all the way under the tracks so boats can go down and under the tracks, then back...
