This 20 story thing being a problem is silly. Franklin Towers is 17 stories high on the west side (16 on the east, of course). It is residential, so floor heights are smaller than office buildings....

The primary reason Manchester had more passengers was because of discount carrier, Southwest (before it was in Portland). It was such an irritant using that airport if living in the Portland area...

Noticed they snuck a 5th floor on the left front part of the WEX building. Nice. And in back, near the end, another small section -- a fourth floor. Maybe cafeteria area that opens up to the roof top...
