Housing in Boston is not expensive compared to housing in other cities like NYC. There is plenty of affordable housing in Boston, it is unfortunately located in neighborhoods dominated by slumlords...

Downtown has pools close by in the North End and West End. Fenway has the YMCA, NU & BU (community hours I think).

Now if you live in my neighborhood, well I can't think of any public options....
