Here's an idea:

Take a bunch of pictures of the Blue Cross building, put them in a photo album so everyone who cares can take a look, then tear the building down.

Investors don't lend money to developers because they "hope" to get their money back.

I gotta say, the only thing I like about moving City Hall to the waterfront would be if they can get other city agencies to join them under one roof - specifically, the School Committee and ISD.

Apartments or condominiums?

It infers apartments (it compares the building to Archstone, for example), but it doesn't say, explicitly!
