Surprisingly to me, Hudson County is comparable to Boston proper in both land area (46 sq miles to Boston's 48) and population (692k to Boston's 685k).

I think you have to go 2 + HOV in the peak direction, 1 lane in the other.

Of course, if you restrict opposite-peak traffic too much, you will still bog down the buses because they have to loop...

I suspect Comm Ave WB and Beacon are the "redundant asphalt." Closing a block of Comm WB along with closing Kenmore St opens up a fairly large contiguous plaza.
