The primary reason Manchester had more passengers was because of discount carrier, Southwest (before it was in Portland). It was such an irritant using that airport if living in the Portland area...

Noticed they snuck a 5th floor on the left front part of the WEX building. Nice. And in back, near the end, another small section -- a fourth floor. Maybe cafeteria area that opens up to the roof top...

True, but the tanks don't spew smoke and leak oil into the harbor. And, you can paint them green the way some are near SoPo high school. Not sure why they haven't done that already?
