They *did* dig more than they needed, either below the road tunnels or between them (and ar Federal reserve an "alongside-and-below")

Lacking money for a tunnel they built a defined TBM corridor...

Washington DC has made an art of banning parking in the rush direction. You just have to get merchants comfortable with the idea that most customers after 4pm will arrive by bus.

Platform doors also keep trash off the tracks, keep drunks and jumpers out, and encourage orderly queues. Bonus: they make basic Air Conditioning feasible.

3rd rail was a better choice only in tunnels with low overhead clearances (NYC Park Avenue tunnel) and 100 years ago in an era of lighter wooden cars and when DC hadn't yet lost to AC and most RRs...
