The bottom line number really should be the $8.6 Billion number... which isn't all that unreasonable either way. I think if that got closer to $5 Billion it would be a no brainer to do. Even at 8.6...

The maps are based primarily on elevation above sea level... which was the point of referencing them to identify those areas that are at risk due to sea level rise and storms surge.

Have you guys actually looked at the flood maps? We aren't talking about a huge flood risk in Boston that can't be dealt with by a few feet of fill in a few low areas and a few feet of sea wall...
