I say why not replace the draw with fixed spans, and expand the charles river locks with 25-ft deep basins extending all the way under the tracks so boats can go down and under the tracks, then back...

The current seismic standard in SF says something like buildings must have a 90% probability of retaining structural integrity in a very large earthquake.
