I would vote bi-directional bus lanes on the second longer-term option. Then perhaps forgo the left turn lane space for bike lanes.

The render does look pretty nice. I really wish they would add an LED countdown for the red line on the green line level, though (maybe above the stairs?) - would help to know if its time to kick it...

Roosevelt Island in NYC was originally planned for no cars, with the bridge to Queens ending in the existing parking garage where all cars had to be left. Roads would be emergency/delivery vehicles...

No one took that land because its a super site that no one wants to touch with a ten foot pole - among other things. Not at all an apples to apples with the air rights parcels.
