I say, why not rebuild the old Beverly St bridge over the Dam first, as a permanent span, and then re do the NW bridge. Once that's done the Bev bridge can turn into a pedestrian-only crossing. And...

All the storage tanks are up on Chelsea Creek. That's why the deliveries go there. And there are a lot of hotels up there too, btw.

It's a small town. Downtown consists of about 7-10 buildings in each direction from the site they're proposing. Alternative site is 2,000 feet north, where open farmland...

It should be noted that the for decades now, we've needed continuously working pumps to keep the city itself from flooding.

A highway below the water table is nothing to be afraid of in 2018.
