Seaport Square (http://bostonredevelopmentauthoritynews.blogspot.com/2010/09/seaport-square-to-enhance-citys.html) is a perfect nominee for 2011, considering the number of announced groundbreakings that never took place. From the mythology of 2,500 housing units to the construction of a Hacin condo near the Barking Crab, this project has served as a pure goldmine for BRA public relations office over the last 5 years, without a single shovel ever entering the ground.

Hate to be a contrarian, but Columbus Square, despite its blob like shape spreading over sites would have done a lot to the area's streetscape and someone would have finally shovel the sidewalks over the Pike on Columbus Avenue and Berekley Streets.
